Das Gebäude entstand als Ausbildungs- und Sportzentrum mit Unterrichts-, Versammlungs- und Sporteinrichtungen. Die Architektur verbindet funktionale Raumorganisation mit einer monumentalen Fassadengestaltung. Heute wird der Bau für schulische, sportliche und öffentliche Nutzungen verwendet.
